CALL TO ORDER                                                                                                                 
                                                                                                                                
REPRESENTATIVE  JOHN  COGHILL,  Chairman,  called  the  House  State                                                            
Affairs Standing Committee meeting to order at 8:06 a.m.

Committee  members  present  were  Representatives   Coghill,  Fate,                                                            
Stevens, Wilson, Crawford and Hayes.                                                                                            
                                                                                                                              
SUMMARY OF INFORMATION                                                                                                        
                                                                                                                                
CHAIRMAN  COGHILL reviewed  the duties  of the  House State  Affairs                                                            
Committee as per Rule 20 of the House Uniform Rules.                                                                            
                                                                                                                                
CHAIRMAN  COGHILL  then went  over guidelines  in  an informational                                                             
memorandum on the conduct of committee meeting.                                                                                 
                                                                                                                                
CHAIRMAN COGHILL  noted that two committee overviews  are scheduled,                                                            
one on January  16 regarding the Department of Public  Safety Public                                                            
and one on  January 18 regarding the  Department of Administration.                                                             
                                                                                                                                
CHAIRMAN  COGHILL commented  very briefly on  the nature of  each of                                                            
the bills thus  far read across the floor and referred  to the State                                                            
Affairs Committee.                                                                                                              
                                                                                                                                
CHAIRMAN COGHILL  then introduced the committee aide,  house records                                                            
secretary, and Gavel-to-Gavel coverage personnel.                                                                               
                                                                                                                                
REPRESENTATIVE  WILSON  asked if bills  would be  considered in  the                                                            
order in which they had been referred.                                                                                          
                                                                                                                                
CHAIRMAN COGHILL  indicated that that  would not necessarily  be the                                                            
case.   As there are  several bills  related to  the same issue,  he                                                            
proposed discussing those bills as a group.
